Ministry of Health of Angola and DOCKTOUR Forge Strategic Partnership to Enhance Healthcare Delivery
The Ministry of Health of the Republic of Angola has entered into a pivotal Memorandum of Understanding with DOCKTOUR, the joint maritime-medical venture between AD Ports Group and Burjeel Holdings. This collaboration is poised to transform healthcare services, foster the development of modern medical infrastructure, and bolster supply chain capabilities throughout Angola.
Under the terms of the MoU, both parties will engage in wide-ranging cooperation aimed at supporting Angola’s drive to strengthen and expand its healthcare system. The focus will include the provision of logistics and supply chain services for critical medical equipment, pharmaceuticals, and healthcare supplies. Additionally, the MoU encompasses the joint development and management of hospitals, positioning Angola to advance healthcare access and quality nationwide.
A key element of the partnership involves exploring the digitalisation of logistics-related healthcare services. This move is expected to improve efficiency, increase transparency, and facilitate smarter resource allocation across the healthcare sector, ultimately benefiting communities by ensuring timely and reliable delivery of medical resources.
The agreement also provides for co-investment in shared projects and paves the way to identify further opportunities in Angola and across the African continent. This approach not only addresses domestic needs but highlights the potential for regional impact.
Dr. Silvia Lutucuta, Minister of Health of Angola:
“Our vision for Angola’s healthcare system is rooted in accessibility, quality, and sustainability. This MoU with DOCKTOUR will help to strengthen our health network. It is a collaboration that speaks directly to the needs of our communities and our commitment to long-term national development.”
For Angola, this partnership promises swifter and more reliable movement of life-saving medicines and equipment to hospitals and clinics nationwide. The introduction of digitalised logistics is expected to cut down on wastage and empower healthcare providers to respond efficiently to local needs.

“This initiative reflects the shared vision of the UAE and Angola to strengthen healthcare delivery, expand access to quality services, and promote long-term collaborations in sectors vital to the well-being of communities.
