Ghana Investment Promotion Authority (GIPA) Advocates for Strategic Investment in Africa’s Energy Sector at AOW Energy 2026
The Ghana Investment Promotion Authority (GIPA) is calling for a more strategic approach to mobilising domestic and regional capital to finance Africa’s oil and gas sector, as well as its broader industrial development. At the recent AOW Energy 2026 Conference in Accra, GIPA’s Chief Executive Officer, Mr Simon Madjie, emphasized the untapped potential of both pension funds and diaspora remittances as vital sources of long-term capital for investment across Africa’s energy value chain.
Mr Simon Madjie highlighted that Africans in the diaspora remit billions of dollars to the continent annually, a significant financial inflow that, although substantial, is rarely channelled into structured investments that could drive industrial growth and economic development. He noted:

Mr Madjie also advocated for greater regional specialisation within the oil and gas value chain, encouraging African countries to identify areas where they can build competitive expertise and foster collaboration across the continent. This, he explained, would strengthen the continent’s capabilities to participate fully in the energy sector, rather than competing unilaterally.
Additionally, Mr Madjie underscored recent reforms under the GIPA Act, 2026 (Act 1173), pointing out the removal of the blanket minimum capital requirement for foreign investors. This move is aimed at creating a more competitive and investor-friendly environment in Ghana, thereby reinforcing the nation’s commitment to facilitating both domestic and foreign investments in the energy sector.
These strategic initiatives underline Ghana’s drive to position itself as a leader in Africa’s energy investment landscape, enabling the country—and the continent at large—to unlock new sources of capital, enhance regional cooperation, and accelerate sustainable industrial development.
